1. That out of the moneys of the treasury of this state there be hereby appropriated the sum of fifteen thousand dollars to be paid toward the erection of a monument on the tract of land referred to; provided, the design of said monument shall be submitted to and receive the approval of the governor of the state; provided, further, that at least fifteen thousand dollars shall first be raised by said association by private contributions; provided, further, that the land upon which said monument is intended to be erected shall be first conveyed by the association to the state of New Jersey by such conveyance as may be approved by the governor and attorney general.
