3. The governor be and he is hereby authorized to appoint a commission to consist of five persons, residents of this state, who shall hold their office at the pleasure of the governor, to have the care and management of said property, which commission, when so appointed, shall have full charge of said property, to keep the same open for public inspection, and who shall have full power to permit the same to be occupied by such persons or societies as to said commission shall seem proper, and who shall make report annually, or oftener if required, to the governor, of the acts of the said commission.
