1. The treasurer of this state shall on the warrant of the comptroller, pay out of money not otherwise appropriated to the Princeton Battle Monument Association, the sum of six hundred dollars ($600) annually, payable one-half on the first day of July, and one-half on the first day of January, of each year, the said sum to be used by the said Princeton Battle Monument Association for the care and maintenance of the Princeton Battle Monument and the grounds on which the same is erected, the said association, through its proper officers, shall render to the governor of this state, on the first day of December of each year, an account of the expenditures made of the moneys herein appropriated.
