3. The persons who shall compose said commission shall meet at the council chamber of the borough of Princeton, at such time as shall be appointed by the president of said association (who shall notify the commissioners, in writing, at least ten days before the time), six of whom shall be a quorum for transaction of business, and shall at such meeting organize and pass by-laws, rules and regulations, and elect a treasurer and other officers, which treasurer, before he shall enter upon the performance of his official duties, shall enter into a bond to the state of New Jersey, conditioned for the faithful discharge of his duties, in such sum as the said commission shall determine, and shall not receive any compensation; and that the said association shall, within three months after such meeting, transfer to the treasurer of said commission all the moneys or evidences of indebtedness which now are or shall be in the hands of the treasurer of said association at that time, and shall, from time to time, pay to said commission the moneys which may thereafter be received by said association for the purpose of erecting the said monument or statue.
