1. That out of any moneys in the treasury of this state, there be hereby appropriated the sum of fifteen thousand dollars, to be paid as hereinafter specified, toward the erection of a monument or statue of granite or marble on a tract of land in the township of Princeton, New Jersey; provided, that before said money, or any part thereof, be paid to the commissioners hereinafter mentioned, or simultaneously therewith, the said association shall convey their right in the premises on which said monument or statue is to be erected to the state of New Jersey, to be used for the said purpose only, and shall also pay to the said commissioners such a sum of money as will, together with the sum paid for the said land, amount to at least fifteen thousand dollars, to be used, with the sum hereby appropriated by the state, for the erection of said monument or statue.
