1. Whenever in any county of this state, where a road or roads shall have been constructed, improved and maintained under the provisions of the act to which this is a supplement, or the acts supplementary thereto and amendatory thereof, it shall become necessary, in the opinion of the body vested by law with the care of such road or roads, as expressed by resolution duly passed at a regular meeting of said body, to reinforce, relay, reconstruct or rebuild any portion of the roadway paving, the curb and gutters, the drainage system, the lighting plant, including the laying of conduits and placing cables therein, or all of them, upon such road or roads, to meet the requirements incident to increase of population, traffic and use, it shall be lawful for such body to so reinforce, reconstruct and rebuild such parts of said road or roads hereinbefore designated.
