1. That for the services rendered by the officers charged by law with the duty of collecting assessments for street improvements, in hereafter collecting the assessments levied under the act to which this is a supplement, they shall be entitled to receive as compensation such sum or sums as the board of chosen freeholders of such county shall designate and allow, not exceeding seven per cent of the total amount collected by them; provided, however, that if seven per cent of the total amount assessed against property in any municipality will not equal twenty-five dollars, said board may allow to such collecting officer or officers, and their successors, a sum not to exceed twenty-five dollars, to be apportioned between the collecting officer in any municipality and his successors, according to the amount collected by each; and in addition thereto said board may allow the necessary disbursements of such collecting officer or officers in making such collections.
