3. That whenever any municipality into which, or through which all or any part of [a] public road is laid out and opened under the provisions of an act to which this is a supplement, having or which may hereafter have a public water supply or system by means of pipes laid in the streets and public places of said municipality, and it shall be necessary for the accommodation or use of the residents on lands fronting on said public road to extend such pipes or pipe system beneath the surface of the said public road, it shall be first indispensably necessary for the body or persons in any such municipality charged by law with the control of the water supply therefore to notify the board of chosen freeholders in writing of its intention to extend such water pipe system beneath the surface of said public road ten days before breaking ground therefor, and all work made necessary in such extension shall be performed in accordance with regulations to be prescribed by and to the satisfaction of the board of chosen freeholders, and such work shall not be accepted or regarded in anywise completed for use and shall not be used as a part of such system until examined by the engineer or officer in charge of said road as aforesaid, and he shall certify to the board of chosen freeholders of the satisfactory completion of the said work and the same shall be approved by said board.
