16. That the said board and the county collector shall keep the accounts and expenditures on account of said road separate and apart from the accounts of the other expenditures of such county, which account shall be called the public road account, and the clerk of said board shall, on the first days of May and December in each year, file with the county clerk, there to remain as a public record, a detailed, itemized account of the expenditures of such board in relation to such road, which said account shall have been submitted to said board, approved of by said board and ordered to be filed as aforesaid, and that the county collector shall also in like manner, at the times aforesaid, make and file his report of the moneys received by him on account of the issue and sale of bonds or otherwise, and the amounts paid out by him by order of such board, which said reports shall be included under separate and appropriate headings in the annual reports of the receipts and expenditures of said board as now made in accordance with law.
