11. The proceeds from the sale of bonds for the improvement of state highways, as aforesaid, shall be known as the “state highway fund” and the proceeds from the sale of bonds to pay the public share of the cost of eliminating railroad grade crossings on highways other than state highways shall be known as the “grade crossing elimination fund”. Such fund shall be held for the demand of the commission or board certifying their issue and shall be drawn upon and disbursed as are other funds from the state treasury.
