3. The bonds hereby authorized in sections one and two shall be general obligations of the municipality or the county, as the case may be, and may be authorized by resolution, and shall bear interest at the rate of four per cent (4%) per annum, payable semiannually, and dated as of the fifteenth day of July, one thousand nine hundred and thirty-four, and payable in eight annual installments of as nearly equal amounts as may be; provided, that the last seven maturities shall be in even hundred dollars and the first maturity in amount to equal with the other maturities the amount of the tax due and penalties. Bonds authorized by this act may be issued notwithstanding any limitations or restrictions of any other law; provided, that bonds issued under this act shall be included in any annual or supplemental debt statement thereafter made or filed in determining the power of the county or municipality, as the case may be, to become otherwise indebted.
