2. This act shall take effect immediately but its provisions shall remain inoperative until the people at the general election in the month of November, one thousand nine hundred and thirty-three, shall assent to its provisions and the provisions of an act entitled “An act authorizing the creation of a debt of the state of New Jersey by the issuance of bonds of the state in the sum of five million dollars ($5,000,000) for the relief of the unemployed and dependents in this state; providing the ways and means to pay the interest of said debt, and also to pay and discharge the principal thereof; and providing for the submission of this law to the people at a general election.”
In order to inform the people of the contents of this act it shall be the duty of the secretary of state, after this section shall take effect and at least thirty days prior to said election, to cause this act to be published at least once in at least ten newspapers published in the state. It shall be the duty of the secretary of state to arrange, in accordance with the statutes of this state in such case made and provided, for such submission, of which submission the same notice shall be given as is required by law to be given of said election, and the people of the state may, at such election, vote for and against the sanction or rejection of this act in the following manner:

The fact and date of the approval or passage of this act as the case may be, shall be inserted in the appropriate place after the title in said ballot.
The said ballots so cast for and against this act shall be counted and the result thereof returned by the election officer, and a canvass of such election had in the same manner as is now provided for by law in the case of the election of a governor, and the sanction or rejection of this act so determined shall be declared in the same manner as the result of an election for a governor, and if there shall be a majority of all the votes cast for and against it at such an election in favor of the sanction of this act, then all of the provisions of this act shall take effect forthwith, subject, however, to the limitation in this act contained relative to the adoption of an act entitled “An act authorizing the creation of a debt of the state of New Jersey by the issuance of bonds of the state in the sum of five million dollars ($5,000,000) for the relief of the unemployed and dependents in this state; providing the ways and means to pay the interest of said debt, and also to pay and discharge the principal thereof; and providing for the submission of this law to the people at a general election.”
