32. The rector, wardens and vestrymen, and their successors, or a majority of them, may
make such rules, by-laws and ordinances, and do everything needful and requisite for
the good government and support of the church; all of which shall be entered in a
book to be provided and kept for that purpose; provided, that the said rules, by-laws
and ordinances shall not be repugnant to the constitution and laws of this state or
of the United States.
