7. That if any of said owners shall neglect or refuse to pay the sum or sums on them severally assessed from time to time, for the space of thirty days after the same shall have been demanded by the treasurer, in person or by notice in writing, left at the usual place of abode of each owner, or in case such owner is a nonresident, then to his agent or tenant in possession, then it shall and may be lawful for the said managers, or a majority of them, at their option, in the name of the company to sue for and recover the amount so assessed and remaining unpaid from the owner or owners as aforesaid, or from his, her or their legal representative, with interest and cost of suit, by an action of debt in any court of competent jurisdiction in this state, and give the said assessment and this act in as conclusive evidence for the plaintiffs, and the said court is hereby empowered to give judgment and grant execution for the same with costs of suit.
