10. That as soon as such dam or other waterworks are constructed as is provided for in this act, it shall be the duty of each and every owner and occupier of the said meadow and lowlands included in any said company to cause his, her or their respective portion or shares thereof to be thoroughly and effectually drained, as is in the judgment of the managers, or a majority of them, deemed necessary to secure the improvement of the said meadow and lowlands contemplated by the provisions of this act, and in case of default of the performance on the part of the said owners or occupiers to drain the same and to keep the same drained as aforesaid, after twenty days' notice, in writing, signed by the president and served upon the owner, his tenant or agent, it shall be lawful for the said managers, or a majority of them, to cause the same to be done, and all costs and expenses for doing the same shall be assessed upon the premises so drained, and shall be a lien thereon, and shall be collected as is provided in this act for the collection of other assessments.
