4. That all debts and obligations, assessments and charges existent or outstanding against any of said meadow companies or against any lands lying within the bounds of any of said companies at the time of such consolidation shall not be in any way or manner affected by this act or by any proceedings had or done hereunder, but shall be and remain of full force and effect, and may be sued for or assessed, enforced and collected, as if this act had not been passed.
