1. That whenever the meadow lands lying within the bounds of two or more adjoining meadow banking companies (whether organized under special acts or general laws), are so situated that a breach in the bank of one of said companies would permit the overflow of the tide upon the meadow lands lying within the bounds of all such adjoining companies, it shall and may be lawful for said meadow companies to consolidate in the manner hereinafter provided and thereafter to have, hold, erect, make and maintain the banks, ditches, dams, sluices, floodgates and other works of said companies which shall so consolidate, by assessments upon all the lands lying within the banks of said consolidated companies, to be made, enforced and collected in the manner provided by the act to which this act is a supplement.
