1. That in case the owner or possessor of any marsh, meadow ground or swamp, is unknown, the managers mentioned in the fifth section of the act to which this is a further supplement, may make the assessment required by said section upon marsh, meadow ground or swamp, belonging to a person or persons unknown, and whereof there is no possessor, and so state the same in their duplicate.
