6. That any person or persons, owning meadow already banked in, or that may hereafter be banked in, by virtue of the act to which this is a supplement, where the watercourses and sluices are not sufficient to drain the same, and the company cannot agree on laying out and making sufficient watercourses and sluices, he, she or they having meadow so situate may apply, according to the provisions of the act to which this is a supplement, for the appointment of commissioners to lay out and direct the erection of such watercourses, sluice, sluices or floodgates as they shall deem necessary to drain the same.
