3. That after the banks, dams and works are laid out, and a certificate thereof recorded
as aforesaid, some one or more of the company shall give at least one week's notice
of the time and place of the aforesaid first meeting, by notice left at the house
of each owner, or by advertising the same in three of the most public places in the
neighborhood, at least one week previous to the said time of meeting.
