2. That it shall and may be lawful for the owners and possessors of any meadow already banked in, or that may hereafter be banked in, to meet and assemble statedly, on such day in the month of April yearly and every year, at one o'clock in the afternoon, and at such place as a majority of those met at the first meeting, or at the last preceding annual meeting, may from time to time have appointed, and there, between the hours of one and five in the afternoon, by ballot or otherwise, and plurality of votes of those met, appoint managers, a treasurer, and clerk, to continue for one year or until others are appointed to fill their places, and to settle the accounts of the company.
