7. That for the security of all moneys assessed or expended, or for the bonds which may be issued in payment of said improvements or work, by virtue of this act, all the land protected or inclosed, by said sea wall or embankment, or for the protection whereof said sea wall or embankment is built or erected, shall be pledged and bound for the payment thereof, and said bonds shall be a lien thereon.
