12. That in case any land shall be sold under and by virtue of this act to pay any assessment for improvement or otherwise, that the owner or owners of said land shall have the privilege of redeeming the same at any time within two years from the time said sale shall have been made, by paying to the treasurer of said company the amount which said land sold for, together with eight per cent interest and all expenses.
