1. That whenever the owners representing two-thirds in area of any island, or portion of an island, situate and lying along the coast of tidewater streams of this state shall agree or consent, in writing, to erect or build a sea wall or embankment for the purpose of protecting the same or any property therein from high tides or storm tides around, across or along the same, or any portion thereof, said agreement or consent, in writing, to be accompanied by a survey or plot of said land to be thus protected, with the names of the owners thereof and the number of acres owned by each, and showing where said sea wall or embankment is proposed to be located and built or erected, and to be signed and acknowledged, and filed and recorded in the county clerk's office of the county where said land is located, and the county clerk of the several counties in this state where any such island is located are hereby authorized to record said agreement and surveys the same as other conveyances are recorded.
