3. That the said commissioners shall take and file in the office of the secretary of
state an oath well, truly and faithfully to perform the duties of their appointment,
before entering upon said duties, and they shall not be or become interested, directly
or indirectly, in any water rights or rights to occupy lands under water in the said
bays or rivers, nor in any real estate that can in any way be benefited or affected
by the establishment of such exterior lines, or by any measures that they may recommend;
and upon proof being made to the governor of any one of said commissioners being
so interested, and upon a hearing of a party so charged, he may be removed from office
by the governor.
