3. The said commissioners shall lay a printed copy of the public acts so revised and consolidated by them before the legislature at its next session after the conclusion of their work [to] be re-enacted if the legislature shall so determine; and at the same time, they shall suggest to the legislature such contradictions, omissions and imperfections as may appear in the original text of the said acts, and the mode in which they shall have reconciled, supplied and amended the same; and they may also designate such acts, or parts of acts, as, in their judgment, ought to be repealed, with their reasons for advising such repeal; and may also recommend the passage of such new acts, or parts of acts, as, in their judgment, may appear necessary or expedient, either in lieu of [or] in addition to any of the acts so revised and consolidated.
