A person aggrieved by a decision of the North Dakota university system respecting denial or revocation of an authorization to operate, or the placing of conditions thereon, whether on initial application or on application for renewal may appeal to the board in the manner provided by the board. Appeals must be filed with the North Dakota university system within thirty days of receiving the notice of noncompliance. The board shall review the appeal and issue a final decision.
