The public officers designated by law shall constitute boards of appraisal and under
the authority of the state board of university and school lands shall appraise all
school lands within their respective counties which they may from time to time recommend
for sale at their actual value under the prescribed terms and shall first select and
designate for sale the most valuable lands.
