(1) To annex real property to the district, the procedure is as follows:
(a) The directors shall petition the court.
(b) The petition must:
(i) give a general description of the real property to be annexed sufficient to enable a person to determine if the person's property is in the proposed annexation; and
(ii) describe the benefits to accrue to the real property as a result of the annexation.
(2) The court shall:
(a) give notice and hold a hearing on the petition; and
(b) upon good cause shown, order or deny the annexation.
