(1) On receipt of the preliminary survey report, the applicants or any one of them may request the department to hold a hearing. The department shall provide notice as required in 7-1-2121 and then hold the hearing no later than than 61 days after receipt of the request.
(2) If the department itself initiated the preliminary survey, it may hold a hearing without being requested to do so.
