Authorized representatives of the department, consistent with the responsibilities set forth in this chapter and upon presentation of department-issued credentials, may at reasonable times or under emergency conditions enter upon any public or private property to:
(1) investigate conditions relating to compliance with agricultural chemical labels, agricultural chemical ground water management plans, monitoring requirements, or ground water protection requirements and to investigate violations of plans or compliance orders;
(2) gain access to and copy any records required by the department in the administration of this chapter;
(3) establish and inspect monitoring equipment; and
(4) sample ground water, including drinking water supply sources such as wells and similar structures.
