(1) An owner of forest land is entitled to a hearing before the department, after a request for a hearing, on any subject pertaining to the activities of the department or any recognized agency as agent of the department affecting the owner's property. A request for a hearing before the department may not have the effect of suspending the operations of the department or any agent of the department undertaken pursuant to this chapter, but upon the hearing, the department may terminate those operations if found unreasonable.
(2) A hearing pertaining to costs charged against the forest land of an owner for protection, as provided in 76-13-201, must be requested on or before August 15 each year.
