(1) The board may cooperate with boards of county commissioners in establishing grazing districts or entering into agreements with other landowners for the establishment of grazing districts whereby county lands may be leased either on a per-head or per-acre basis.
(2) The board may act in an advisory capacity in fixing the fees, terms, and conditions of grazing and agricultural leases.
