Upon the filing of the petition, the clerk of the district court, upon the receipt of the cost from any voter in the county, shall publish a copy of the petition as provided in 7-1-2121. Proofs must be made of the publication before the petition can be considered and before a date for the hearing on the petition may be fixed by the court.
