An ordinance providing for purchasing, renting, leasing, or otherwise acquiring or installing, maintaining, operating, or using parking meters, devices, or instruments may not be enacted unless the question of whether or not the ordinance may be enacted has been submitted to the qualified electors of the city or town at an election conducted in accordance with Title 13, chapter 1, part 4. An ordinance may not be enacted unless a majority of the votes cast are in favor of enacting the ordinance.
