If the owners of more than 20% of the fee-assessed units in the proposed district protest the creation of the proposed district and the fees proposed to be charged, the commissioners are barred from further proceedings on the matter unless the commissioners submit the question to the registered electors who reside within the proposed district and the voters approve the creation of the district and establish the fees by approving the referendum.
