(1) Before creating any metropolitan sanitary and/or storm sewer district, the board of county commissioners shall pass a resolution of intention to do so.
(2) The resolution shall designate:
(a) the proposed name of such district;
(b) the necessity for the proposed district;
(c) a general description of the territory or lands to be included within said district, giving the boundaries thereof;
(d) the general character of the sanitary and/or storm sewer system and its proposed location;
(e) the name of the engineer who is to have charge of the work; and
(f) the estimated cost thereof.
