When there has been or shall be created a rural improvement district, according to the provisions of part 21, for the purpose of securing a lighting system for the territory embraced in such rural improvement district, the board of county commissioners of such county may enter into a contract with other persons or corporations for the purpose of furnishing light to said rural improvement district when:
(1) no expense of construction is incurred by such rural improvement district in the installation of such lighting system;
(2) it is necessary only to secure funds for the maintenance and operation of said system; and
(3) lights for said territory can best be secured by entering a contract for such lighting with some other person or corporation.
