(1) The citizen members first appointed pursuant to 7-8-2704 serve the following terms:
(a) two for a 2-year term;
(b) two for a 4-year term; and
(c) one for a 6-year term.
(2) On the expiration of the terms of the initial appointees, the succeeding members shall be appointed for the term of 6 years.
