If any party ordered to appear before the commission as a witness fails to obey the order, the commission or its staff may apply to the clerk of the nearest district court for a subpoena commanding the attendance of the witness before the commission. It is the duty of the clerk to issue the subpoena and of any peace officer to serve the subpoena. Disobedience to the subpoena is considered contempt of court and is punishable accordingly.
