(1) Whenever a hearing is scheduled, whether as a result of a protest or request or upon the commission's own motion, the commission shall serve a copy of the petition and notice of hearing upon an officer or owner of any motor carrier that in the opinion of the commission might be affected by the granting of the certificate and shall notify any other affected party at least 10 days before the date of hearing.
(2) Notice of the hearing must be published in appropriate newspapers determined by the commission to have sufficient statewide circulation in the case of applications for Class A authority.
