Before imposing a lien under 53-6-171, the department shall provide the recipient 30 days' written notice of its determination under 53-6-171(1)(c), of its intent to impose a lien, and of an opportunity for a hearing pursuant to the department's hearing procedures under Title 2, chapter 4, part 6.
