(1) Upon receiving an application for assistance under this part, the department shall promptly make an eligibility determination and notify the applicant in writing of the eligibility decision.
(2) Each applicant shall participate in any screening required by the department and must be informed of the applicant's right to a fair hearing and of the confidential nature of information secured.
(3) Upon completion of an eligibility determination and any required screening, aid must be furnished promptly to all eligible persons.
