The per diem charge for the fiscal year must be reviewed on or before October 1 of each year by the department and may be reviewed at additional times during the year as considered appropriate by the department. If the review indicates that the costs of an institution have changed substantially since the last review, the per diem charge must be adjusted to compensate for those changes.
