(1) Subject to available appropriated funds, services provided under this part include:
(a) vocational and other rehabilitation services that enhance the ability of a person with severe disabilities to live and function independently and to engage in or continue in appropriate employment; and
(b) any services specified in Title VII of the federal Rehabilitation Act of 1973 (29 U.S.C. 796, et seq.), as may be amended.
(2) To the extent that funds are appropriated and allocated for the purpose of providing services to persons with severe disabilities, the department may establish the facilities and services it determines are in the best interest of persons with severe disabilities.
(3) The scope, amount, and duration of services made available to persons with severe disabilities under this part are within the discretion of the department to determine.
