The department of corrections shall use at maximum efficiency the resources of state
government in a coordinated effort to:
(1) develop and maintain comprehensive services and programs in the field of adult
and youth corrections; and
(2) provide for the custody, assessment, care, supervision, treatment, education,
rehabilitation, and work and skill development of youth alleged to be youth in need
of intervention or delinquent youth who are referred or committed to the department.
