(1) The department of labor and industry, in consultation with the department of environmental quality, shall prescribe by rule requirements for a labeling sticker to be affixed to a new residential building that describes the energy efficiency components of the home, including but not limited to heating appliance efficiencies and R-value or U-value of ceilings, walls, floors, windows, and doors in new residential buildings.
(2) A person constructing a new residential building shall affix to that residential building in a manner prescribed by the department of labor and industry a labeling sticker as described in subsection (1).
