The legislative council shall organize immediately following appointment by electing
one of its members as its presiding officer and by electing other officers from among
its membership that the council considers appropriate. The council may adopt rules of procedure, make arrangements for its meetings, and
carry out the purpose for which it is created. The council shall keep accurate records of its activities and proceedings.
