At least 70% of the funds allocated to the program must be used to provide job opportunities for students with demonstrated financial need. The remainder of the funds allocated to this program may be used to provide job opportunities on a basis other than financial need. The other bases include but are not limited to:
(1) laboratory, teaching, and tutorial assistantships requiring particular skills; and
(2) cases in which a student's family cannot demonstrate financial need but in which the student has a desire to contribute toward the student's education through employment.
