(a) Except as otherwise provided in this act, any interested person aggrieved by any order of the commissioner under any provision of this act, or by any refusal or failure of the commissioner to make an order pursuant to any of said provisions, shall be entitled to a hearing before the commissioner in accordance with the provisions of chapter 536. A final order issued by the commissioner under this act is subject to judicial review in accordance with the provisions of chapter 536 in the circuit court of Cole County.
(b) A rule adopted under this act is subject to judicial review in accordance with the provisions of chapter 536 in the circuit court of Cole County.
